EXECUTIVE BOARD
Mr. James Luciano (Chair)
James E. Luciano is a seasoned Human Resources and Technology executive with over 20+ years of leadership experience across HR, technology, infrastructure, agile, and program management. Known for his analytical approach and deep expertise in streamlining complex processes, James has consistently delivered results in fast-paced, high-stakes environments. His background includes global management roles where he led cross-functional teams and drove digital transformation initiatives aligned with business objectives.
Throughout his career, James has built a strong reputation for fostering collaborative team cultures and guiding organizations through change with clarity and vision. His ability to communicate effectively with both technical and non-technical stakeholders make him a trusted partner in bridging business and technology. With a focus on continuous improvement, he excels in creating scalable solutions that optimize operations and drive growth.
Dr. Larry Williams (Vice Chair)
Dr. Larry Williams graduated from the University of Tennessee College of Dentistry in 1982 with subsequent service in the United States Navy Dental Corps. During his Navy career, in addition to providing full-time clinical care, Dr. Williams dedicated over 25 years of his 30 years of service to addressing tobacco issues for the Navy, Marine Corps, and the Department of Defense via clinical intervention, provider training, and policy development. Additional highlights of his Navy career included development of the National Action Plan for Tobacco Cessation, updating the DoD/VA Clinical Practice Guideline for Tobacco Cessation, and assisting with the creation of the Affordable Care Act’s National Prevention Strategy. Since 2012, Dr. Williams has been a full-time educator (Professor) at the Midwestern University College of Dental Medicine- Illinois as well completing a Master of Public Health in 2017.
Mr. Mahmood Khan (Treasurer)
Mahmood Khan has been a dedicated member of the AHS Family Health Center Board of Directors since early 2021 and was elected to the Executive Committee in 2025. A longtime resident and community advocate in the neighborhoods served by AHSFHC, Mr. Khan brings more than two decades of leadership in construction management, financial operations, and grassroots engagement to his role as Treasurer. He has volunteered extensively throughout West Ridge, Rogers Park, and other North Side communities, supporting refugee families, organizing public health events, and strengthening local partnerships that promote equity and access to care.
As CEO of UP Management LLC and Director of Operations at GetPro Restoration, Mr. Khan has overseen multimillion-dollar projects and built strong cross-sector relationships, particularly in housing and disaster recovery. His professional background includes expertise in budgeting, strategic planning, and operational leadership. Mr. Khan holds a Master’s in Management Information Systems from DePaul University and a Bachelor’s in Biology and Psychology from Loyola University Chicago. His commitment to service and community empowerment reflects the core values of AHSFHC.
Ms. Mariam Hassan (Secretary)
Ms. Hassan has been a dedicated member of the AHS Family Health Center Board for four years and transitioned to the role of Board Secretary in 2024. With a strong background in healthcare policy, patient advocacy, and community health, Ms. Hassan brings invaluable experience to her leadership position.
Her professional journey includes roles such as Clinic Manager and Patient Advocate, where Ms. Hassan developed and implemented programs to enhance patient compliance and foster interagency collaboration. For the past several years, Ms. Hassan has worked as a policy researcher and analyst with various local and state institutions. A graduate of Rosalind Franklin University with a Master’s in Health
Administration, she is deeply committed to addressing healthcare disparities
and promoting equitable access to care for underserved communities.
